Don serves as a point of contact for the marketing of engineering and surveying services and also as project manager for our North Carolina operations. His marketing responsibilities include new client recruitment and existing client retention 

 

His technical experience includes preliminary site evaluations, hydrologic design and analysis, preparation of environmental impact statements, layout and design for industrial, commercial, and residential properties, and master planning for utility systems among many other areas of expertise.

Glenn is the author of Wastewater Facilities Master Plan for Pace Water System's regional wastewater system Utility System's "Guideline Standards and Specifications for Wastewater Facilities" which included design standards and technical specifications for development compliance within franchise limits. He also is author of the Master Plan which included facilities evaluation for collection, transmission, treatment and disposal of wastewater for entire 100 square mile franchise area.

 

He recommended eight million dollar Phase I Regional Wastewater System; Project Manager and lead Design Engineer for the 1.0 MGD advanced tertiary wastewater treatment plant; evaluated ten treatment alternatives with selection of the more favorable based on present worth analysis; and responsible for design and permitting which included complete hydraulic and process design of the 1.0 MGD Waste Water Treatment Plant (WWTP). The WWTP includes redundant Class I facilities in accordance with the most recent Florida Department of Environmental Protection Standards.

Patrick is responsible for general company operations and serves as a project manager for individual projects. His operations responsibilities include project coordination and scheduling, accounts payable and receivable and general company administration. As project manager he is responsible for project design, permitting, scheduling and budget control.

 

His technical experience includes detailed storm water master planning and modeling, linear roadway design, intersection design and signalization, and layout and design for industrial, commercial, and residential properties among other areas of expertise.

S. Gary Rutan, PLS

Gary has been working in the surveying and mapping field since 1975 and is responsible for the management of jehle-halstead’s surveying department. He began his career in the Baton Rouge, Louisiana area while working on engineering, land surveying and Louisiana Department of Transportation projects such as the River Bend Nuclear Power Plant, retracements of French land grants, the local Mississippi River levee system, the West Bank Expressway in New Orleans and Interstate Highway 55 through Alexandria, Louisiana. Gary also attended junior college while in the area and completed senior level surveying courses at Louisiana State University. In 1984, he obtained his Louisiana Professional Land Surveyor license and the following year obtained the same license in both Alabama and Florida. Being a native Floridian, Gary relocated to the northwest Florida area in 1985 to continue his surveying career.

 

Gary has completed numerous projects including large and small scale topographic, boundary and construction control surveys combining conventional, GPS and photogrammetric surveying technologies, prepared geodetic surveys involving the Florida State Plane coordinate system, prepared surveys delineating Florida’s Mean High Water Line, surveys of portions of the Coastal Construction Control and Setback Lines, and subdivision plats for recording in the public records. Gary’s experience and knowledge has resulted in his being called as an expert witness in cases concerning land boundary disputes.
